White Paper - Rebuilding the Leadership Pipeline for the AI Era: A Framework for L&D Leaders

The leadership pipeline is under strain at exactly the moment organizations need it most. Seventy-seven percent of organizations globally report experiencing a leadership gap, yet only 11% say they have a strong pipeline ready to meet their current business needs. At the same time, AI has emerged as the single largest skill gap among existing leaders — surpassing communication, financial acumen, and change management for the first time.
This convergence — a depleted pipeline meeting an accelerating capability demand — is the defining workforce challenge of 2026. And the L&D function, long asked to solve the pipeline problem, is itself under pressure: budgets are tighter, executives are demanding proof of business impact, and the traditional course-completion model has lost credibility as a measure of development success.
This white paper argues that rebuilding the leadership pipeline for the AI era requires three fundamental shifts: from programs to ecosystems, from course completion to capability demonstration, and from generic competency models to role-specific readiness frameworks that include AI fluency as a core leadership standard.
We present a practical four-pillar framework — the PACE Framework — designed to help L&D leaders redesign pipeline programs that are faster, more measurable, and better aligned to the demands organizations actually face.
77% of organizations report a leadership gap | 11% have a strong pipeline in place | 90% report L&D programs aren't closing capability gaps | 40% of leaders are considering leaving their roles |
